You can just input the value of -3 into the equation to find value of k.

0=2(-3)^3 + 3(-3)^2 +3k -27
27= -54 +27 + 3k
27= -27 = 3k
27+27 = 3k
54/3 = k
18 =k

Hope I helped :)
